The Blue Envelope Program helps improve communication and create safer, more positive interactions between police officers and individuals on the autism spectrum. It raises awareness of a person’s support needs during encounters with law enforcement.
Participants receive a blue envelope that can be presented during any interaction with a Morton Grove police officer. The envelope serves as both a quick form of identification and a clear visual cue for officers, helping reduce misunderstandings and anxiety. Each envelope includes a sticker that can be placed on a vehicle’s trunk, bumper, or seatbelt to help alert officers that the driver may be participating in the program.


Each envelope (sticker included) can hold important documents such as:
- Driver’s license or ID
- Vehicle registration and proof of insurance
- Emergency contacts or designated support person information
- Communication instructions (preferred interaction style, language needs, or other support notes)
The program also provides guidance to officers on how to communicate respectfully and effectively. Although designed mainly for traffic stops, the envelope may be used in any interaction with a Morton Grove police officer.

Please note: The envelope does not exempt participants from law enforcement action or safety protocols. While many agencies across the country and Chicagoland are adopting similar programs, officers from other jurisdictions may not be familiar with the Blue Envelope Program.
